Everyday Community Support

In February 2021, San Antonio faced a severe winter weather crisis as heavy snow and freezing temperatures caused prolonged power and water outages, road and business closures, widespread pipe ruptures, and dangerous travel conditions. Many residents were left without reliable information, essential services, or safe housing options. In response, City leaders began exploring resilience hubs as an expanded alternative to traditional warming centers.

Resilience hubs are trusted community facilities that support San Antonians year-round while helping the city prepare for, respond to, and recover from emergencies. During a crisis, they can provide backup power, coordinate communication, distribute resources, and offer a safe place to access critical support. Today, six existing community and senior centers are designated as resilience hubs.

Most of the time, resilience hubs operate in “normal mode,” offering programs for all ages, connections to social and assistance services, educational and training opportunities, and welcoming spaces where neighbors can build stronger relationships. Each hub may offer different resources based on the needs of the surrounding community, helping residents address everyday challenges and become better prepared for future emergencies.

Emergency Aid and Recovery

During emergencies or major disruptions, resilience hubs can help residents access the critical resources they need to stay safe and recover. Available services will vary depending on the situation but may include drinking water and essential food supplies, backup power and device charging, temporary shelter from severe weather, basic medical resources, and reliable emergency information. 

Hubs may also serve as community gathering points where residents can receive local alerts, evacuation or curfew notices, disaster-relief information, and connections to available services.
